All the rules and regulations in this document, comply with the constitution of the Cat Society of Bahrain and Pet Animals (CSBPA), set by the Ministry of Social Affairs official document registration [No.173/2001]. All pet animals must be registered with the CSBPA at all times of the year, and abide by the general code of ethics of the CSBPA.
1. Name
This Society shall be called Cat Society of Bahrain and Pet Animals (CSBPA).
2. Objects
One of the aims of the CSBPA is to register all pet animals in the Kingdom of Bahrain, whether they are pedigree or of mixed breed, which extends to all groups of cats, dogs, and birds.
3. Members
The CBSPA shall consists if an unlimited number of members, whose names and address shall be entered in a register kept for that purpose by the Hon. Secretary, which register shall be open to inspection by members and the Ministry of Social Affairs, and at any other time by arrangement.
a) A member must be not less than 18 years old
b) Must be resident in Kingdom of Bahrain
c) Must be of good conduct and behavior and has not been convicted for any crime affecting his honour or integrity unless he has been reinstated.
d) Must be from those concerned with animal affairs
1. Active Membership
To be granted to the member who satisfies all the membership conditions and who shall have all rights, including election, nomination and voting, and shall have all the obligation.
2. Associated Membership
Granted to age groups of less than 18 years and who fulfill all the membership requirements. This member shall enjoy all right, save for voting, nomination and election.

The Executive Committee shall confer honorary membership on a person who has rendered distinguished services to the Society to its objects. An honorary member is not required to pay admission or subscription fees. He is not eligible for nomination, election or voting.

An eligible person wishing to join the Society may apply for membership to the Society’s Secretary by filling the appropriate application form. The Secretary shall submit such an application to the Executive Committee at its first following meeting for review and for acceptance or rejection within a month from the date of application.
Applications rejected by the Executive Committee may not be reconsidered until after the lapse of at least thee months from the date of rejection.

5. Subscription
A member shall pay an Annual Subscription due on 1st January of such sums for single or joint memebership as my be proposed by the Committee and passed at an Annual General Meeting.

A life member shall make a single payment for man and wife, or partners.
6. Committee
The Executive Committee is the executive body of the Society and shall implement the policies and reolutions adopted by the General Assembly in furtherance of the Society’s lawful objects.

The Executive Committee will look after the affairs of the Society and in this connection, the Committee may carry out any acts except for those which approval of the General Assembly is required as provided herein.
The Executive Committee consists of:
1. President
2. Vic-President
3. Hon. Secretary
4. Treasurer
5. Any other Officers deemed advisable.
7. Election of Officers and Committee
The Executive Committee shall comprise eleven members to be elected by the General Assembly form among the Society’s member for a term of two years, extendible for a similar term(s). Election shall be by secret ballot.
8. Property
The Society’s property in kind or in cash, including the subscription fees, donations, contributions etc. shall be the Society’s sole property. No member of the Society whose membership is forfeited for any reason or his heirs shall have a claim to such property.
9. Committee Meetings
There shall be meetings of the Committee as often as may be necessary. Any five members shall form a quorum.
10. General Assembly Meeting
The General Assembly shall hold an ordinary meeting once a year during the first three months following the Society’s financial year. Such meeting shall be held at the Society’s headquarters.

The Executive Committee shall specify the time, date and place of the General Assembly meeting. The Committee shall also prepare the agenda. A list of the persons eligible for attending the General Assembly meeting shall be enclosed with the invitation letters which must be sent out to members at least two weeks before the meeting.
11. Extraordinary General Meeting
The General Assembly may convene for an Extraordinary Meeting:
1. In an invitation by the Executive Committee.
2. At request in writing to the Executive Committee by on-third of those members entitled to attend the General Assembly meetings.
3.On an invitation by the Ministry of Social Affairs.

12. Voting by Proxy
A member of the Society may delegate another member to attend the General Assembly on his behalf.
A member my no deputize for more than one member. The proxy must be personal, in writing and approved by the Executive Committee.
The proxy shall not be valid for voting in the election or removal if some or all of the Executive Committee members.

13. Report of Meetings
The Ministry of Social Development shall be furnished with a copy of the minutes of the General Meeting within fifteen days form the date of such a meeting. The minutes must include the resolutions adopted at such a meeting.
No member shall take upon themselves to publish or cause to be published, either in part or in whole, in writing or by word of mouth an account of the proceedings of either a General or Committee Meeting. Reports of the proceedings may be furnished to the Press or to members by the Chairman and Hon. Secretary only, to whom all enquires should be addressed, or by a duly appointed Press Officer with their authority.
14. New Rules
All new Rules or alterations of existing Rules or the reversal of any form act or decision shall be made at a General Meeting and shall appear on the agenda covering the Meeting. Such new Rules or alterations of existing Rules or the reversal of any form act or decisions shall not be adopted unless they receive the sanction of at least two-thirds of the Members voting and Ministry of Social Development approval.
15. Finance
The revenues of the Society shall consist of, admission fees, Annual membership fees, Animal registration fees, Donations and Contributions (approved by Ministry of Social Affairs), Revenues form fairs, shows and charity bazaars.
The Society may not accept money from any foreign person or agency nor shall it send money to persons or organizations overseas without the consent of the Ministry of Social Affairs, Exempted are the amounts in respect to the prices of professional and technical books, bulletins and records.
16. Annual Report
The Society’s financial year shall commence on 1st January and end on 31st December each year.
Copies of the final accounts, balance sheets and both the report of the auditor and that of Executive Committee shall be sent together with the invitation letters for the General Assembly meeting to the members entitled to attend General Assembly meeting. Such papers shall also be displayed at a prominent location in the Society’s premises at least 15 days before General Assembly meeting and remain displayed until they are ratified.

17. Expulsion of Members
The Executive Committee may dismiss a member after listening to his statements, in the following circumstances:
1. If he breaches the BCSPA Constitution or rules and regulation.
2. If he contravenes the lawful resolutions of the General Assembly.
3. If he misappropriates the Society’s funds or property or forges its stamps, correspondence or papers.
4. If he unjustifiably maligns the Society’s General Assembly or the Executive Committee.
5. If he unjustified refrains from paying his subscription fees despite being notified in writing to make such payment.
6. If he is convicted in a crime involving honour or honesty unless he has been reinstated.
Such dismissal may not be valid except with the approval of two-thirds of the Executive Committee members. The member concerned shall be notified of the Committee’s resolution within two weeks from the date of adopting such resolution.

18. Registration of Animals
The registration shall include, in its entirety, the name of the pet animal, the CSBPA national registration number, breed, sex, date of birth, colour, breeders name, names of the dam and sire of the pet animal, [if known] and the address of the registered owner. Owners may apply for registration from the CSB upon correct completion of the registration form.

Rules
1. All pet animals must be registered with the CSBPA at all times of the year.
2. The registration of any pet animal is made upon the correct completion of the CSBPA national registration form. If the pet animal is to be included in the pure bred category, then its owner must produce its pedigree certification from other governing bodies. If this is not the case, then different procedures of authentication may be reverted to.
3. Prefixes and affixes may be added to names of the pet animals that have been bred and registered in the Kingdom of Bahrain only.
4. All imported dogs will have [IMP] listed before its name in the CSBPA and affiliated association and club documentation.
5. Owners must provide true information and documentation when registering their pet animals with the CSB.
6. All progeny that are bred from unfit parentage may not be registered. This includes inherited diseases and genetic abnormalities such as HD, liver shunt, and in-bred pet animals.
7. All progeny that are bred from females over 10 years old will not be registered with the CSBPA.
8. The registration name of any pet animal may not include numbers or names of countries.
9. Pet animals that are listed as ‘dangerous’ shall not be registered with the CSBPA. This includes fighting dogs and certain hybridizing of cats and dogs.
10. All fees should be paid in full before any certification is handed over.

1. Not to be bred from.
2. Not to be bred from, under the age of 12 months or over the age of 8 years.
3. Not to be bred from, unless Hip Dysplasia x-rayed.
4. Not eligible for export pedigree.

Registration may also hold titles of the pet animal before its name such as:
1. Show Champion.
2. Grand Champion [cats only].
3. Agility Champion.
4. Obedience Champion.
5. Handlers Champion. [this applies to the owners as the handlers of the animal.]
6. Ultimate Bahrain Champion.
7. Best in Show Winner.
8. Best of Breed Winner.
The CSBPA may also issue certification of ownership as proof for pet animals that will be traveling abroad, or for security reasons. The pet animal shall be put into a database with adequate photos and a written description of all markings and colours.
The CSBPA will admit members based on certain criteria:
1. All criteria specified, mentioned and documented in the rules and regulations and aims and objectives and clauses of the constitution of the Cat Society of Bahrain set by the Ministry of Social affairs, under the official registration number 173/2001 of April 2001.
2. Members will be encouraged to actively participate in the committees and sub-committees run by the affiliated clubs and associations in the Kingdom of Bahrain.
3. All applicants for membership should endorse the code of ethics set out by the CSBPA.
4. The application for membership should be seconded by other CSBPA members or affiliated associations and clubs. If this is not possible, then other arrangements may be considered.
5. Membership must be renewed yearly.
6. The CSB will under normal circumstances not allow any information regarding members to become public, to other members for commercial purposes.
